The big guys have a proposal team. Now you do too.

QRM searches SAM.gov every morning for the work you do, scores each notice for fit, and drafts your response in your own templates. You decide what to bid, and you submit it.

Reading the notice
Your record

What has the government already bought from you?

Type your company name or UEI. This reads your public award history from USAspending.gov, right in your browser. The NAICS codes you've been paid under are the codes your bid board searches.

Amounts are obligations reported to USAspending.gov for the last five federal fiscal years. Nothing you type here is saved. New to federal work? Setup finds your codes from the kind of work you do.

Or , the contractor that built this.

What it does

From the notice to the job you win, in one workspace.

01 · FIND

Find the work

Your saved searches run against SAM.gov every morning. New notices land on a bid board with a fit score that shows its reasons.

  • Searches by NAICS code, keyword and set-aside
  • RFPs, RFQs, RFIs and sources sought, each in its own queue
  • Due today, this week and questions due, counted at the top
  • Fetch the bid files from SAM.gov with one click
02 · WRITE

Write the response

Pursue a bid and it becomes an opportunity with its own proposal folder. QaiS reads the solicitation files and drafts a first version for you to edit.

  • Starts from your Word template or letterhead
  • Exports back to Word for submission
  • Teaming agreements checked against the limitation on subcontracting
  • Nothing is filed, submitted or sent for you
03 · RUN

Run the job you win

The award becomes a project in the same workspace, with the people, subcontractors and money attached.

  • Projects, schedules and field reports
  • Employees, subcontractors and timesheets
  • Budgets: planned against spent and committed
  • Certified payroll in the WH-347 layout, underpaid rates flagged before you sign
Built inside a federal contractor

We built it to win our own work.

HQE Systems installs security, access control and communications systems for federal customers. In 2025 the Defense Logistics Agency awarded HQE a $65M integrated security and key control contract. QRM is the software we built to find, write and run that work, and HQE still runs on it every day.

Questions

Before you start

Do I need to be registered in SAM.gov first?

No. You can set up a bid board from NAICS codes alone and watch what comes out. To be awarded a federal contract you do need an active SAM.gov registration, and setup walks you through the free steps.

Does QRM submit bids for me?

No. It finds notices, scores them, fetches the files and drafts a response. You decide what to pursue, you edit the response and you submit it.

What does it cost?

The free plan is one user with every module, no time limit and no credit card. When the team grows, Team and Business plans add users. See pricing.

Is it only for construction?

No. The bid board works for any work with a NAICS code: construction, security systems, facilities, IT, professional services. Certified payroll matters most if your contracts carry Davis-Bacon or the Service Contract Act.

Where does the data come from?

Notices come from SAM.gov's public opportunities feed. Award history comes from USAspending.gov. Your bids, documents and people stay in your own workspace.
